3.3.7 How is the budget for ORV to be determined?

Before determining the budget, data should be compiled on existing in-country operational capacity (i.e. available resources such as pre-existing diagnostic and medical facilities, trained personnel, inventories of government capital equipment and infrastructure for vaccine storage in each facility).

The budget for direct costs of ORV programmes (as described here) should be determined by involving all responsible agencies, as funds for certain activities could be sought through specific agencies. When budget planning is underway, it is important to consider that if rabies elimination is the overall goal of an ORV programme, large-scale vaccination is the most cost-effective strategy in the long run, although it may be costly at the beginning of the programme.
